29 CFR 1926.502(b)(2)(i): Midrails were not installed at a height midway between the top edge of the guardrail system and the walking working level:  a) On or about 1/11/2021, at the Shine Student Center, Syracuse University: The catwalk used to access the roof did not have a complete guardrail system in that it lacked a mid-rail, exposing the workers to falls of 28 feet to the lower concrete level.
