29 CFR 1910.142(b)(11):All heating, cooking, and water heating equipment used in the temporary labor camp site was not installed in accordance with State and local ordinances, codes, and regulations governing such installations. (a) San Clemente Island SCORE Berthing REWS T-100, 101, 102 south side exterior utility closets: The Employer did not ensure that water heaters were equipped with required earthquake straps per applicable California Plumbing Code Section 507.2 which requires that all water heaters be supported and strapped to prevent movement during an earthquake. Two metal straps, not less than 22 gauge, nor less than 5/8-inch wide shall be used. This potentially exposed employees living in each unit to fire and explosion hazards.

(a) San Clemente Island SCORE Berthing REWS T-101 and T-104 south end interior side of back doors by Washing Machines and T-106, 108 at front doors: The Employer did not ensure that floors were in good repair. Unsecured plywood was placed over structurally unsound deck and elevated higher than surrounding floor. This exposed employees living in each unit to slips and trips as well as falls through deck as not all weak point of floor were covered.

29 CFR 1910.142(b)(8):Screen doors of temporary labor camp shelter(s) were not equipped with self-closing devices: (a) San Clemente Island SCORE Berthing REWS T-100 through T-108: Screen doors were not equipped with self closing devices. Each trailer is equipped with two screen doors one on the north side and one on the south side of the building totaling 18 doors . Many of these screen doors are used by employees on a daily basis. In the absence of self closing devices, screen door may not close completely after use. Unclosed screen doors can allow rodents and other vermin to enter trailer units which can expose employees to rodent and mosquito borne diseases such as Hantavirus and West Nile Virus.

29 CFR 1910.29(b)(5): The employer did not ensure that guardrails met the requirement that mid rails, screens, mesh, intermediate vertical members, solid panels, and other equivalent intermediate members are capable of withstanding, without failure, a force of at least 150 pounds (667 N) applied in any downward or outward direction at any point along the intermediate member. (a) San Clemente Island SCORE Berthing REWS T-108 the top of a stairway leading to the trailer a mid rail has rusted through and broken free of the railing on one end. The break easily reduces the mid rails ability to withstand forces of 150 pounds without failure. Workers could potentially get cut on rusted end or fall through between the mid and top rail.

This condition potentially exposed employees to injury which could result from slips, trips and falls while using steps.
