29 CFR 1910.269(d)(2)(i): The employer shall establish a program consisting of energy control procedures, employee training, and periodic inspections to ensure that, before any employee performs any servicing or maintenance on a machine or equipment where the unexpected energizing, start up, or release of stored energy could occur and cause injury, the machine or equipment is isolated from the energy source and rendered inoperative. Jobsite, Future Generation Wind Farm, Buzzards Bay: Employees who were re-installing wind turbine blades of GM-97 wind turbines were exposed to energized moving wind turbine blade(s) in the hub area while employees were pitching the wind turbine blade(s) to access wind turbine bolts to tension.
