29 CFR 1910.303(g)(1): Sufficient access and working space was not provided and maintained about all electric equipment (operating at 600 volts, nominal, or less to ground) to permit ready and safe operation and maintenance of such equipment. a. On or about March 19, 2021, at the exterior wall of the Inflation Shelter building of the National Weather Service-San Juan Forecast Office, the electrical service panel in the area was not readily accessible. The electrical service panel was blocked with several objects, such as rain gauges, stored on the floor below and in front, obstructing access. b. On or about March 19, 2021, at the COOP Shack next to the Inflation Shelter building of the National Weather Service-San Juan Forecast Office, the electrical service panel in the area was not readily accessible. The electrical service panel was blocked with several objects, furniture, boxes and supplies, stored on the floor below and in front, obstructing access. NOTES: 1. Certification of abatement is not required for instances a and b. as it was completed prior to issuance of written notice and the corresponding documents and photographic evidence of abatement were submitted by the employer.

29 CFR 1910.157(c) (1): Portable fire extinguishers were not mounted, in a readily accessible way, subjecting the employees to injuries. a. On or about March 19, 2021, at the storage room of the Emergency Generator Building of the National Weather Service-San Juan Forecast Office, one 10-pounds, ABC dry chemical, portable fire extinguisher was not readily accessible. Physical access to the extinguisher was hampered by several different tools stored in the floor below and in front of the extinguisher. b. On or about March 19, 2021,at the Employee Lounge/Kitchenette Room of the National Weather Service-San Juan Forecast Office, one 10-pounds, ABC dry chemical, portable fire extinguisher was not readily accessible. Physical access to the extinguisher was hampered by a trashcan and five gallons water cooler bottles. NOTES: 1. Certification of abatement is not required for instances a and b. as it was completed prior to issuance of written notice and the corresponding documents and photographic evidence of abatement were submitted by the employer.
