29 CFR 1926.451(b)(2)(ii): Where scaffolds must be used in areas that the employer can demonstrate are so narrow that platforms and walkways cannot be at least 18 inches (46 cm) wide, such platforms and walkways were not as wide as feasible: (a) In the vehicle storage garage; Employees were using the 1.25 inch wide midrail of a SkyJack Model SJ6826RJ scissor lift as a work platform to access overhead areas in order to install hangers for ventilation piping. The work platform was not as wide as feasible due to alternative equipment and/or methods available.

29 CFR 1926.451(f)(1): Scaffold and/or scaffold components were loaded in excess of their maximum intended loads or rated capacities, whichever was less: (a) In the newly constructed vehicle storage garage; Employees were using the 1.25 inch wide midrail of a SkyJack Model SJ6826RJ scissor lift as a work platform to install hangers for ventilation piping. According to the manufacturer, Skyjack scissor lifts guardrails are not intended or rated for supporting personnel.
