29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system, nor was an alternative fall protection measure provided:  a- 19 Meadow Drive, Southampton NJ:  Workers were exposed to fall hazards, in excess of 14 feet to the ground surface below, when performing roof shingle installation and other related activities while working/walking from the pitched roof of a residential structure while not utilizing fall protection equipment at all.  Condition observed on or about 04/16/21.  Garden Builders, Inc. was previously cited for a Serious violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1469045, citation number 1, item number 2 and was affirmed as a final order on 05/11/20, with respect to a workplace located at 29 Imperial Place Central, Jackson NJ.

29 CFR  1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a- 19 Meadow Drive, Southampton NJ: Workers were exposed to fall hazards, in excess of 22 feet to the ground surface below, when accessing and egressing portable, aluminum extension ladders whose side rails did not extend at least three feet above the upper landing surface being accessed and egressed. Condition observed on or about 04/16/21.  Garden Builders, Inc. was previously cited for a Serious violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1470376, citation number 1, item number 4 and was affirmed as a final order on 5/27/20, with respect to a workplace located at Building 700, 10 Harrison Drive, Northfield NJ.

29 CFR  1926.1053(b)(16): Portable ladders with structural defects, such as, but not limited to, broken or missing rungs, cleats, or steps, broken or split rails, corroded components, or other faulty or defective components, were not either immediately marked in a manner that readily identifies them as defective, or tagged with "Do Not Use" or similar language, and were not withdrawn from service until repaired:   a- 19 Meadow Drive, Southampton NJ: Workers were exposed to fall hazards, in excess of 22 feet to the ground surface below, when utilizing a portable, aluminum extension ladder that contained visibly damaged rungs. Condition observed on or about 04/16/21.  Garden Builders, Inc. was previously cited for a Serious violation of this occupational safety and health standard or its equivalent standard  29 CFR 1926.1053(b)(16), which was contained in OSHA inspection number 1470376, citation number 1, item number 6 and was affirmed as a final order on 05/27/20, with respect to a workplace located at 10 Harrison Drive, Building 700, Northfield NJ.
