29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): a) At 1972 Joshua Drive, Cantonment, Florida: On or about June 9, 2021 and at times prior; the employer allowed his employees to perform roofing activities without fall protection exposing his employees to a fall hazard of up to 10 feet 9 inches to the ground below. The Florida Best Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(B)(13) which was contained in OSHA inspection number 1416703, citation number 1, item number 2 and was affirmed as a final order on August 8, 2019 with respect to a workplace located at 103 Saw Grass Way Lot 65, Panama City, Florida.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) At 1972 Joshua Drive, Cantonment, Florida: On or about June 9, 2021 and at times prior; the employer allowed his employees to use an extension ladder to gain access to the roof and the rails of the ladder did not extend three feet above the roof landing to provide safe access exposing his employees to a fall hazard of 8 feet 2 inches to the ground below. The Florida Best Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.1053(B)(1) which was contained in OSHA inspection number 1416703, citation number 1, item number 3 and was affirmed as a final order on August 8, 2019 with respect to a workplace located at 103 Saw Grass Way Lot 65, Panama City, Florida.
