29 CFR  1910.95(c)(1):The employer did not administer a continuing, effective hearing conservation program as described in 29 CFR 1910.95(c) through (o) whenever employee noise exposures equal or exceed an 8-hour time-weighted average sound level of 85 decibels measured on the A scale, or equivalently a dose of fifty percent:   a) At the shooting range, on or about 7/8/21: The employer did not administer a hearing conservation program for employees at the facility who performed 45-caliber pistol test firing. Monitoring performed by OSHA showed an employee exposed to continuous noise at a level of 70.5% of the dose of the permissible exposure limit (PEL). The equivalent dBA for the 70.5% is approximately 87.46 dBA calculated as the 8 hour time weighted sound pressure level. Sampling was conducted for 202 minutes. A zero increment was included for the remaining 278 minutes of the workday.  At a minimum the hearing conservation must include:  - providing a choice of hearing protection that attenuates noise below 90 dBA or 85 dBA, if hearing loss is incurred. - training employees on the effects of noise on hearing, hearing protectors and hearing conservation, - providing a baseline audiogram with subsequent annual audiograms, - supervising effective use of hearing protection, - monitoring noise levels as conditions change, and - retraining on and refitting with more protective hearing protection should a standard threshold shift be found.  Abatement certification must be submitted for this item.
