They were not utilizing guardrail systems, a safety net system, or personal fall arrest systems.   Two employees were observed working near the edge of the second story approximately ten to sixteen feet above the ground without utilizing fall protection.

However, the control lines for the controlled access zone did not meet the requirements of 1926.502(g)(3) - 1926.502(g)(3)(iii).
