The employer had not determined, through a medical evaluation, the employee's ability to use a respirator before the employee is fit tested or required to use a respirator. Employees were wearing 3m half mask respirators.

Employees  working in the painting and staining departments engaging in painting and staining  operations were exposed to hazards in that they were required to wear respirators and the employer had not provided employees with comprehensible and understandable training. This training should include: Why the respirator is necessary and how improper fit, usage, or maintenance can compromise the protective effect of the respirator;  What the limitations and capabilities of the respirator are; What the procedures are for maintenance and storage of the respirator; How to recognize medical signs and symptoms that may limit or prevent the effective use of respirators.
