29 CFR  1926.20(b)(1):It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to comply with this part.  a. Located at 115 Beaman Gates Drive, Lot 273, Pataskala, Ohio 43062: On or about July 27, 2021, the employer failed to maintain an effective safety and health program to ensure that hazards were identified and corrected onsite while employees performed framing work.  Clarence M. Brigner III was previously cited for a repeat violation of this Occupational Safety and Health standard 29 CFR 1926.20(b)(1) which was contained in OSHA inspection number 1481704, citation number 1, item number 1 and was affirmed as a final order on 09/17/2020, with respect to a workplace located at Shelter Cove Drive, Pataskala, Ohio 43062.  Clarence M. Brigner III was previously cited for a repeat violation of this Occupational Safety and Health standard 29 CFR 1926.20(b)(1) which was contained in OSHA inspection number 1388938, citation number 2, item number 1 and was affirmed as a final order on 06/12/2019, with respect to a workplace located at 6806 Hidden Creek Loop, Galena, Ohio 43021. Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.   a. Located at 115 Beaman Gates Drive, Lot 273, Pataskala, Ohio 43062: On or about July 27, 2021, an employee was framing a dormer on the second story roof without fall protection, thereby exposing employees to a fall hazard of approximately twenty feet.  Clarence M. Brigner III was previously cited for a repeat violation of this Occupational Safety and Health standard 29 CFR 1926.501(b)(13) which was contained in OSHA inspection number 1481704, citation number 1, item number 3 and was affirmed as a final order on 09/17/2020, with respect to a workplace located at Shelter Cove Drive, Pataskala, Ohio 43062. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.  a.
