Such programs would support the employer and employees in identifying and avoiding potential hazards, such as falls during job site operations, decreasing the probability of employee injury and/or illness.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels is not protected by guardrail systems, safety net system, or personal fall arrest system nor are employees provided with an alternative fall protection measure under another provision of paragraph 1926.501(b): a) Shingle and Metal Roofs on or about July 30, 2021, at the worksite 8220 Erie St, Sylvania, OH: The employer did not ensure employees were protected from falls while removing and installing metal roofing on a two-story residential structure. The employees were exposed to a fall distance of approximately 20 feet from atop the steep-sloped roof of a residential structure without the benefit of fall protection.

29 CFR 1926.1053(b)(1): When portable ladders were used for access to an upper landing surface, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access; or, when such an extension was not possible because of the ladder's length, then the ladder was not secured at its top to a rigid support that will not deflect, and a grasping device, such as a grab rail, was not provided to assist employees in mounting and dismounting the ladder. a) Shingle and Metal Roofs on or about July 30, 2021, at the worksite 8220 Erie St, Sylvania, OH: The employer did not ensure the side rails of 20ft. aluminum extension ladders used onsite were extended at least three feet above the landing surface. Two employees were exposed to a near 20' fall to the level below while using the ladder to access the north side of the steep slope roof.
