Such tools shall not be in lieu of other guarding required by this section, but can only be used to supplement protection provided. 29 CFR  1910.212(a)(1): One or more methods of machine guarding was not provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks:   On or about September 20, 2021, employees were not protected from the pinch point created by the rotation of the handheld grain sampling tool (measuring 23 inches by 19 inches by 1 inch width) and the Hi Roller Conveyor access cover when it came into contact with the running conveyor belt splice protector/wiper cleats.
