29 CFR  1910.119(d)(3)(ii): The employer did not document that equipment complies with recognized and generally accepted good engineering practices:  a) 16 South Industrial Park Road, Milton, PA:  Engine room - the employer did not document that equipment complies with the employer's chosen RAGAGEP such as IIAR 2 -2014 Standard for Safe Design of Closed-Circuit Ammonia Refrigeration Systems, Section 6.2.1 in that a plastic vent pipe connected the adjacent Workshop-Storage Room and Engine Room through an opening in the shared wall.  Failure of the ventilation system or fire suppression system in the engine room could expose employees  in the Workshop-Storage room to smoke, fire and anhydrous ammonia, on or about March 25, 2022. 29 CFR  1910.119(j)(2): The employer did not implement written procedures to maintain the on-going integrity of process equipment:   a) 16 South Industrial Park Road, Milton, PA: Refrigeration System - The employer failed to establish and implement written procedures to maintain the on-going integrity of the Banana Glycol Chiller such as a car seal program to ensure that the isolation valve (HV90-15) on the discharge PSV (90-14) was able to readily and effectively controlled during all planned and unplanned maintenance on the Banana Room Glycol Chiller.  Failure to establish clear procedures for maintaining  the car-sealed valve could result in failure of the valve or over-pressurization of the chiller exposing employees to anhydrous ammonia on or about March 24, 2022.  b) 16 South Industrial Park Road, Milton, PA: Refrigeration System - The employer failed to establish and implement written procedures to maintain the on-going integrity of the Frick high pressure receiver (HPR). Failure to conduct inspections to detect corrosion under insulation could result in a loss of containment exposing employees to anhydrous ammonia on or about March 25, 2022.  c) 16 South Industrial Park Road, Milton, PA: Refrigeration System - The employer failed to establish and implement written procedures to maintain the on-going integrity of the Frick high temperature recirculator (HTPR1). Failure to conduct inspections to detect corrosion under insulation could result in a loss of containment exposing employees to anhydrous ammonia on or about March 25, 2022.  d) 16 South Industrial Park Road, Milton, PA: Refrigeration System - The employer failed to establish and implement written procedures to maintain the on-going integrity of the RVS low temperature recirculator (LTPR2). Failure to conduct inspections to detect corrosion under insulation could result in a loss of containment exposing employees to anhydrous ammonia on or about March 25, 2022.  e) 16 South Industrial Park Road, Milton, PA: Refrigeration System - The employer failed to establish and implement written procedures to maintain the on-going integrity of the RVS thermosyphon (TSV). Failure to conduct inspections to detect corrosion under insulation could result in a loss of containment exposing employees to anhydrous ammonia on or about March 25, 2022.  f) 16 South Industrial Park Road, Milton, PA: Refrigeration System - The employer failed to establish and implement work procedures to provide for the control of hazards during maintenance of the Hansen Auto Purger Plus APP16.  Failure to establish clear procedures for maintaining the electrical solenoid-controlled valves  could result in improper repair which could result in a loss of containment exposing employees to anhydrous ammonia on or about March 25, 2022.  ABATEMENT CERTIFICATION REQUIRED
