29 CFR  1926.21(b)(2):The employer did not instruct each employee in the recognition and avoidance of unsafe condition(s) and the regulation(s) applicable to his work environment to control or eliminate any hazard(s) or other exposure to illness or injury:  On or about March 15, 2022 the employer did not instruct employees in the recognition and avoidance of unsafe conditions at the work site in a language that was understood by them.  Training was conducted in English, which was not understood by employees whose native language of Spanish.  This exposed them to hazards associated with falls and incorrectly erected scaffolding.  Abatement documentation is required of this item in accordance with the requirements of 29 CFR 1903.19(d).
