29 CFR 1926.1053(b)(1):Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access. On or about March 23, 2022, two employees were using ladder to climb from the frond to the roof a home under new construction and the ladder side rails not extended at least three feet above the lip of the roof, exposing employees to fall hazards.
