29 CFR  1910.1027(c): The employer did not ensure that no employee was exposed to an airborne concentration of cadmium in excess of five micrograms per cubic meter of air (5ug/m3), calculated as an eight-hour time-weighted average (TWA):  (a) Hill Air Force Base at 5875 Southgate Ave, Building 507, Hill Air Force Base, UT: On and about May 19, 2022, the employer did not ensure employees were not exposed to cadmium levels below the Permissible exposure level of 5 ug/m(3), calculated as an eight-hour time-weighted average exposure (TWA). An exposure assessment showed that the employee working in the abrasive blast booth was exposed to 405 ug/m(3) cadmium particulate calculated as the TWA.   Hill Air Force Base was previously cited for a violation of this Occupational Safety and Health Administration Standard or its equivalent standard, 29 CFR 1910.1027(f)(1)(i), which was contained in OSHA inspection 1200334, Citation 2, Item 1, and was issued on April 9, 2015, and affirmed as a final order on August 17, 2017, with respect to a workplace located at Building 507, Hill Air Force Base, UT.

29 CFR  1910.1027(i)(2)(iii):The employer did not ensure that cadmium-contaminated protective clothing and equipment, when removed for laundering, cleaning, maintenance, or disposal, were placed and stored in sealed, impermeable bags or other closed, impermeable containers that are designed to prevent dispersion of cadmium dust:  (a) Hill Air Force Base at 5875 Southgate Ave., Building 507, Hill Air Force Base, UT: On and about 5/19/2022 the employer did not ensure that cadmium-contaminated protective clothing and equipment, when removed for launder, cleaning, maintenance, or disposal were place and stored in sealed, impermeable bags or other close, impermeable containers that are designed to prevent dispersion of cadmium dust. Employees doffed PPE and hung them in lockers. This exposed employees to cadmium dust.

29 CFR  1910.1027(i)(3)(iii):The employer did not prohibit the removal of cadmium from protective clothing and equipment by blowing, shaking, or any other means that disperse cadmium into the air:  (a) Hill Air Force Base at 5875 Southgate Ave., Building 507, hill Air Force Base, UT: On and about May 19, 2022, the employer did not prohibit the removal of cadmium from protective clothing and equipment  by blowing or shaking, or any other means that disperse cadmium into the air prior to the removal of the respirator. An employee entered the air shower after removing their respiratory protection and engaged the air shower to begin blowing air. The employee was exposed to cadmium dust by blowing off cadmium dust in the air shower without use of respiratory protection.

29 CFR  1910.1027(j)(2):The employer did not ensure that change rooms were equipped with separate storage facilities for street clothes and for protective clothing and equipment, which were designed to prevent dispersion of cadmium and contamination of the employee's street clothes:  (a) Hill Air Force Base at 5875 Southgate Ave., Building 507, Hill Air Force Base, UT: On and about May 19, 2022 employees doffed their PPE that was worn while blasting operations were underway. The employees hung their cadmium contaminated PPE in lockers and exited the transition area, returning to the dust migration zone while wearing their street clothes that had been under their PPE. The employees returned to the transition area and back to the dust migration zone multiple time while ending their shift.

29 CFR  1910.1027(f)(1)(i):The employer did not implement engineering and work practice controls to reduce and maintain employee exposure to cadmium at or below the permissible exposure limit (PEL):  (a) Hill Air Force Base, dba Ogden Air Logistics Complex, at Building 507, Hill Air Force Base, UT; On or about 5/19/22 the employer did not implement engineering and work practice controls that reduced and maintained employee exposure to cadmium at or below the Permissible Exposure Level (PEL).  One employee abrasively blasted aircraft parts which generated cadmium dust. The employee was exposed to cadmium at a concentration greater than the 8 hour Time Weighted Average (TWA) PEL of 5 ug/m(3). The employee was exposed to cadmium at a concentration of 405 ug/m(3) as an 8 hour TWA, 81.5 times the PEL.  (b) Hill Air Force Base, dba Ogden Air Logistics Complex, at Building 507, Hill Air Force Base, UT; On or about 5/19/22 the employer did not implement engineering and work practice controls to ensure that employees did not disperse cadmium dust outside of the designated area(s). The attendant was seen walking in and out of the dust migration areas with booties on, failing to remove booties each time they left the dust migration area. Additionally, both employees were seen walking in and out of the transition area with both street clothes and contaminated PPE. No clear work practice was seen to ensure containment of cadmium dust contaminated clothing to a "dirty side" and clean street clothes to a "clean side."  Hill Air Force Base was previously cited for a violation of this Occupational Safety and Health Administration Standard or its equivalent standard, 29 CFR 1910.1027(f)(1)(i), which was contained in OSHA inspection 1200334, Citation 2, Item 1, and was issued on April 9, 2015, and affirmed as a final order on August 17, 2017, with respect to a workplace located at Building 507, Hill Air Force Base, UT.
