29 CFR 1926.1425(b): While the operator was not moving the suspended load, no employee shall be within the fall zone except those employees engaged in; (b)(1): hooking, unhooking, or guiding a load; (b)(2) initial attachment of the load to a component or structure or (b)(3) operating a concrete hopper or bucket. On or about May 19, 2022, on the site's southeast side, an employee was directly in the fall zone while a crane was lifting a metal frame overhead.
