Employees were conducting framing operations on a three-story commercial property and did not have fall protection systems installed.  This condition exposed employees to fall hazards greater than 30 feet.

29 CFR  1926.1053(b)(13): The top or top step of a stepladder shall not be used as a step:  (a) Miranda Framing at 22nd Street and South Ellis Road, Sioux Falls, SD 57104:  On or about and at times prior to July 5, 2022 the exposing employer did not ensure that employees were utilizing step ladders on site properly.  Employees were accessing the upper truss areas of the three story commercial property by the use of the top step of the Louisville CrossXstep 2-in-one step ladder.  This condition exposed employees to fall hazards while accessing the upper levels.
