29 CFR 1910.147(c)(6)(ii):The employer did not certify that periodic inspections of the energy control procedures had been performed: a) 1100 Governor Lea Road, Bear, DE 19701 (Old Calender): On or about December 12, 2022, and various days prior, the employer failed to conduct periodic inspections and certify them to ensure that the developed energy control procedures clearly identified specific steps to be followed to control hazardous energy for equipment located on the old calender on which employees performed setup, servicing, cleaning, and maintenance duties. Abatement Note: 1. Where lockout should be used for energy control, the periodic inspection shall include a review, between the inspector and each authorized employee, of that employee's responsibilities under the energy control procedure being inspected.1910.147(c)(6)(i)(D) 2. Where tagout should be used for energy control, the periodic inspection shall include a review, between the inspector and each authorized and affected employee, of that employee's responsibilities under the energy control procedure being inspected, and the elements set forth in paragraph (c)(7)(ii) of this section.1910.147(c)(6)(ii) 3. The employer shall certify that the periodic inspections have been performed. The certification shall identify the machine or equipment on which the energy control procedure was being utilized, the date of the inspection, the employees included in the inspection, and the person performing the inspection.

29 CFR 1910.212(a)(1): One or more methods of machine guarding was not provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks: a) 1100 Governor Lea Road, Bear, DE 19701 (Old Calender ): On or about July 26, 2022, and other various days before, the employer failed to guard the ingoing nip points of Old Calender rewind between the 4" nip roll and 4 " idler roller used to guide material being processed through the line, exposing employees to caught in/amputation hazards. b) 1100 Governor Lea Road, Bear, DE 19701 (Old Calender ): On or about July 26, 2022, and other various days before, the employer failed to adequately guard employees from rotating parts of the Old Calender rewind. Employees were exposed to an unguarded 8.5-inch chill roll and 3.8 inch idler roller used to guide material being processed through the line, exposing employees to caught in/amputation hazards. c) 1100 Governor Lea Road, Bear, DE 19701 (Old Calender ): On or about July 26, 2022, and other various days before, the employer failed to adequately guard employees from rotating parts of the Old Calender rewind. Employees were exposed to an unguarded 6 inch idler used to guide material being processed through the line, exposing employees to caught in/amputation hazards. The (Rogers Corporation) was previously cited for a violation of this occupational safety and health standard or its equivale standard (1910.212(a)(1)), which was contained in OSHA inspection number 1445649, citation number 1, item number 1 and was affirmed as a final order on (2/13/2022), with respect to a workplace located at 245 Woodstock Road Woodstock, CT 06281.
