29 CFR 1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in CFR 1910.6: Employees engaged in entering and exiting the facility are exposed to struck-by hazards and explosion. Compressed gas cylinders, that were not in use, were not secured to prevent damage in accordance as required by Compressed Gas Association Pamphlet P-1-1965 in the following locations: 1) Five Argon compressed gas cylinders were located less than a feet away from the main entrance door unsecured. 2)Two Argon compressed gas cylinders were located 7 feet away from the welding station area of the old shop unsecured.

29 CFR 1910.110(f)(6)(ii):Containers were not stored in a suitable enclosure or otherwise protected against tampering. At the outside storage car/port forklift parking area, employee was engaged in material handling activities were exposed to struck by and explosion hazards in that 3 propane containers were found laying on the ground, unsecured, approximately 8 feet from the normal path of travel for the forklifts, where they could be tampered.

29 CFR 1910.303(g)(1)(vi)(B): A three foot minimum clearance was not maintained for headroom of working spaces about service equipment, switchboards, panel boards, or motor control centers. At the shipping and receiving area, employees engaged in loading and unloading raw and manufacturing materials do not have readily access to the switchboard. Objects have to be removed in order to access to it; there was not a three foot clearance.
