29 CFR 1915.73(d): When employees were exposed to unguarded edges of decks, platforms, flats, or similar flat surfaces, more than 5 feet above a solid surface, the edges were not guarded by adequate guardrails meeting the requirements of 29 CFR 1915.71(j)(1) and (2).  M/V Long Beach Fire Boat Bow:  On and/or before August 2, 2022 a portable staircase was installed on the bow which extended to the upper deck. The transition area from stairs to the upper deck was not guarded in that a midrail was not installed.  This condition potentially exposed employee(s) to fall hazard(s).
