29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury: a) The entrance to The Village of Wild Quail at the intersection of Bryant's Corner Road and Raven Circle, in Camden-Wyoming, DE 19934 - both lanes: On or about 08/11/2022, employees were exposed to multiple hazards onsite including but not limited to struck by/caught in hazards when they performed flagging operations which did not conform to Section 6E.07 to stop traffic and facilitate the turning and backing of multiple dump trucks at the site. Employees stood in active lanes of the roadway without their stop paddles to perform their traffic control responsibilities. Furthermore, the flaggers were not continually controlling traffic but marshalling the dump trucks in reverse until they cleared the intersection into the development.
