29 CFR 1926.501(b)(13):Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system. On or about September 12, 2022, and times prior to, one employee and his company truck leader were securing masonry flashing to the roof of a residential home under construction up to approximately 20 feet high without using fall protection, exposing the employee to a fall hazard.

29 CFR 1926.503(a)(1):The employer did not provide a training program for each employee who was exposed to fall hazards that enabled each employee to recognize the hazards of falling and train each employee in the procedures to be followed in order to minimize these hazards. On or about September 12, 2022, and times prior to, one employee was securing masonry flashing on the roof of a residential home under construction up to approximately 20 feet high without the employer providing fall protection training, exposing the employees to a fall hazard, exposing the employee to a fall hazard.
