29 CFR  1918.81(i):Drafts were hoisted when the winch or crane operator could not clearly see the draft itself or the signals of the signalman who was observing the draft's movement:  a) Panama City Port Authority, WeserBorg; On or about September 11, 2022 and at times prior to the employer exposed employees to struck hazards in that employees were involved in longshoring activities hoisting material from the pier into the hold of a ship with the use of a shipboard crane without the crane operator being able to see the signalman who was guiding the draft's movement.  Premier Bulk Stevedoring, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1918.81(i), which was contained in OSHA inspection number 1505242, citation number 1, item number 1a and was affirmed as a final order on April 15, 2021, with respect to a workplace located at Panama City Port Authority.
