29 CFR 1926.20(b)(1):It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to comply with this part. a) JRS Carpentry, LLC located at 2396 Club Road, UPPER ARLINGTON, OH 43220: On and preceding September 20, 2022, the employer did not develop and maintain an effective safety and health program to ensure that hazards were identified and corrected onsite while employees performed framing work. JRS Carpentry, LLC was previously cited for a violation of this occupational safety and health standard 1926.20(b)(1), which was contained in OSHA inspection number 1470153, citation number 1, item number 2 and was affirmed as a final order on July 09, 2020, with respect to a workplace located at 3945 Lewis Link, Lot 15, NEW ALBANY, OH 43054.

29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer shall develop and implement a fall protection plan which meets the requirements of paragraph (k) of 1926.502. a) JRS Carpentry, LLC located at 2396 Club Road, UPPER ARLINGTON, OH 43220: On and preceding September 20, 2022, the employer did not ensure that employees engaged in residential construction activities 6 feet or more above lower level were protected from falls. Framers were installing trusses on a new build residential construction site at heights exceeding 23 feet. The employees were not utilizing any form of fall protection which exposed them to falls exceeding 23 feet. JRS Carpentry, LLC was previously cited for a violation of this occupational safety and health standard 1926.501(b)(13), which was contained in OSHA inspection number 1470153, citation number 1, item number 4 and was affirmed as a final order on July 09, 2020, with respect to a workplace located at 3945 Lewis Link, Lot 15, NEW ALBANY, OH 43054.
