29 CFR 1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in CFR 1910.6:  Ataraxia main facility, loading docks: On or about October 11, 2022 compressed gas tanks were stored outside of a cylinder locker and adjacent to highly flammable substances. Compressed nitrogen cylinders were stored without weather protection and either directly on concrete without rust prevention actions or on a metal pallet without bracing - not in accordance with the incorporated by reference Compressed Gas Association Pamphlet P-1-1965.

Sources of ignition may include open flames, lightning, smoking, cutting and welding, hot surfaces, frictional heat, sparks (static, electrical, and mechanical), spontaneous ignition, chemical and physical-chemical reactions, and radiant heat:  Ataraxia main facility, loading docks: On or about October 11, 2022 precautions were not taken to prevent ignition by eliminating or controlling sources of ignition, e.g. smoking and exposed extension cords.
