29 CFR 1910.136(a):The employer did not require employees to use protective footwear when employees' feet are exposed to foot injuries due to falling or rolling objects, or objects piercing the sole, or when the use of protective footwear will protect the affected employee from an electrical hazard, that remains after the employer takes other necessary protective measures. At building 21 in the fabrication, painting and assembly areas, employees are exposed to crushing hazards. Employees are exposed to crushing hazards during the process of working with material up to 5000 pounds while operating cranes and working on this material supported on saw horses. The employer did not require protective footwear which exposed employees to punctures, roll over and crushing injures from falling or rolling objects.
