29 CFR  1926.451(g)(1): Employees on scaffolds more than 10 feet (3.1 m) above a lower level were not protected from falling to that lower level by fall protection established in paragraphs (g)(1)(i)-(vii) of this section:   a)  Lot #5 Nightcap Street, Santa Rosa Beach, Florida;  On or about October 25, 2022, and at times prior thereto, the employer exposed employee(s) to fall hazards in that the employee(s) were working from a job-made scaffold approximately 15 feet above the lower ground level without appropriate fall protection.

29 CFR  1926.102(a)(1): The employer did not ensure that each affected employee uses appropriate eye or face protection when exposed to eye or face hazards from flying particles, molten metal, liquid chemicals, acids or caustic liquids, chemical gases or vapors, or potentially injurious light radiation.  a)  Lot #5 Nightcap Street, Santa Rosa Beach, FL; On or about October 25, 2022, and at times prior, the employer exposed employees to struck-by hazards in that the employer allowed employee(s) to operate pneumatic nail guns without eye protection while performing framing activities on a new residential structure.  The employer, Panhandle Guest Design Inc., was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.102(a)(1), which was contained in OSHA inspection number 1561617, citation number 1, item number 1, and was affirmed as a final order on January 28, 2022, with respect to a workplace located at 214-A Angelfish Avenue, Fort Walton Beach, FL 32548.

Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.   a)  Lot #5 Nightcap Street, Santa Rosa Beach, Florida;  On or about October 25, 2022, and at times prior thereto, the employer allowed employees to perform framing activities on the roof of a new residential building without appropriate fall protection exposing his employees to fall hazards of approximately 25 feet to the ground level below   Panhandle Guest Design, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1561617, citation number 1, item number 2b and was affirmed as a final order on 01/28/22, with respect to a workplace located at 214 A Angelfish Ave., Fort Walton Beach, Florida.  Panhandle Guest Design, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1561621, citation number 1, item number 1b and was affirmed as a final order on 01/28/22, with respect to a workplace located at 210 A Angelfish Ave., Fort Walton Beach, Florida.
