29 CFR  1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:   a)  At 182 Laurel Oaks, Lot 34, Freeport, Florida: On March29, 2023; the employer allowed his employees to perform framing activities without first ensuring his employees were trained on the hazards associated with falls to include but not limited to setting up, inspecting and the requirement to use fall protection exposing his employees to a fall hazard of 10 feet 10 inches to the ground below.

29 CFR  1926.102(a)(1): The employer shall ensure that each affected employee uses appropriate eye or face protection when exposed to eye or face hazards from flying particles, molten metal, liquid chemicals, acids or caustic liquids, chemical gases or vapors, or potentially injurious light radiation.  a)  At 182 Laurel Oaks, Lot 34, Freeport, Florida; On March29, 2023; the employer allowed his employees to operate pneumatic nail-guns without eye protection while performing framing activities exposing his employees to struck-by hazards.  The employer, Panhandle Guest Design Inc., was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.102(a)(1), which was contained in OSHA inspection number 1561617, citation number 1, item number 1, and was affirmed as a final order on January 28, 2022, with respect to a workplace located at 214-A Angelfish Avenue, Fort Walton Beach, FL 32548.

Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure:  a)  182 Laurel Oaks, Lot 34, Freeport, Florida:  On March 29, 2023; the employer allowed his employees to perform framing activities on a new residential house without  fall protection exposing his employees to fall hazards of 10 feet 10 inches to the ground level below.   Panhandle Guest Design, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1561617, citation number 1, item number 2b and was affirmed as a final order on 01/28/22, with respect to a workplace located at 214 A Angelfish Ave., Fort Walton Beach, Florida.  Panhandle Guest Design, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1561621, citation number 1, item number 1b and was affirmed as a final order on 01/28/22, with respect to a workplace located at 210 A Angelfish Ave., Fort Walton Beach, Florida.  Panhandle Guest Design, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1620920, citation number 2, item number 1 and was affirmed as a final order on 10/28/22, with respect to a workplace located at 464 Abalone Court, Fort Walton Beach, Florida.
