29 CFR  1926.20(b)(1):It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to comply with this part.  a) David Estuardo Ramirez, at a jobsite located at 188 Beaman Gates Dr SW Lot 347EL, Pataskala, Ohio 43062: On and/or preceding November 9, 2022, the employer failed to initiate and maintain a safety and health program such as but not limited to a compliant fall protection program for employees conducting framing work.  David Estuardo Ramirez was previously cited for a violation of this Occupational Safety and Health standard 29 CFR 1926.20(b)(1), which was contained in OSHA inspection number 1569141, citation number 1, item number 1 and was affirmed as a final order on July 5, 2022, with respect to a workplace located at Mayfield Drive Lot 298, Granville, OH 43023.

29 CFR  1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.   a) David Estuardo Ramirez, at a jobsite located at 188 Beaman Gates Dr SW Lot 347EL, Pataskala, Ohio 43062: On and/or preceding November 9, 2022, the employer failed to train employees on the fall hazards found on the worksite or the procedures to control or eliminate the fall hazards for employees conducting framing work.  David Estuardo Ramirez was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard 1926.21(b)(2), which was contained in OSHA inspection number 1569141, citation number 1, item number 2 and was affirmed as a final order on July 5, 2022, with respect to a workplace located at Mayfield Drive Lot 298, Granville, OH 43023.

29 CFR  1926.501(b)(13):"Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.   a) David Estuardo Ramirez, at a jobsite located at 188 Beaman Gates Dr SW Lot 347EL, Pataskala, Ohio 43062: On and/or preceding November 9, 2022, the employer failed to ensure employees were not exposed to falls greater than six feet. Employees, without any means of fall protection, were framing the roof of a two-story house, thereby being exposed to a fall hazard of 20 feet 6 inches.  David Estuardo Ramirez was previously cited for a violation of this Occupational Safety and Health standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1569141, citation number 1, item number 5 and was affirmed as a final order on July 5, 2022, with respect to a workplace located at Mayfield Drive Lot 298, Granville, OH 43023.
