29 CFR 1926.21(b)(2):The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. a) On December 12, 2022, located throughout the interior structure of the job site, employees were exposed to an electrical shock using conductive tools while working near energized circuits of 110-volt opened electrical junction boxes, and 120-277 volts troffer ceiling lights suspended from the ceiling. The employer did not ensure that employees had received instructions on applicable procedures or regulations to minimize the hazards.

29 CFR 1926.416(a)(1):No employer shall permit an employee to work in such proximity to any part of an electric power circuit that the employee could contact the electric power circuit in the course of work, unless the employee is protected against electric shock by deenergizing the circuit and grounding it or by guarding it effectively by insulation or other means. a) On December 12, 2022, located throughout the interior structure of the job site, the employer did not restrict employees from accessing areas with electrical hazards. As a result, employees were exposed to the risk of electrical shock while using conductive tools in close proximity to 110-volt open electrical junction boxes and 120-277 volts troffer ceiling lights that had not been deenergized before employees started demolition work.
