29 CFR  1910.106(e)(2)(iv)(d):Flammable liquids were not drawn from or transferred into vessels, containers, or portable tanks within a building only through a closed piping system, from safety cans, by means of a device drawing through the top, or from a container or portable tanks by gravity through an approved self-closing valve:   a)	FRX Management Holdings, LLC dba FarmaceuticalRX of PA, Hydrocarbon Extraction area, on or about January 6th, 2023, and times prior thereto:  Employees were dispensing a category 2 flammable liquid (Ethanol) from an approximately 5 gallon plastic container to refill the cooling system ("Cube Chiller" #CC902) associated with the hydrocarbon extraction process.  The dispensing valve for the flammable liquid was not self-closing.  ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.
