29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) At The Enclave at Oakridge subdivision, Lot 143, Buford, Georgia, on or about January 13, 2023 where workers were exposed to fall hazards of approximately 11-feet, 2-inches in that the employer did not ensure the ladder access and egress was at the walking working surface, requiring the workers to step approximately 13-inches above the perpendicular top plate and to the right approximately 14-inches to the side of the ladder.
