29 CFR  1910.147(c)(1):The employer did not establish a program consisting of an energy control procedure, employee training and periodic inspections to ensure that before any employee performed any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative:  Employees were exposed to electrical shock hazards.  Employees working at the site, located at the block of 1200-1299 W. 530 Ave. in McCune, Kansas,  performing oil field maintenance activities, were exposed to electrical shock hazards.  The electrical service box  providing power to the site was not locked out to prevent the unexpected energization of conductors and equipment such as electric pumps.  The employer had not developed or implemented a lockout tagout program.
