29 CFR 1910.147(c)(1):Energy control program. The employer shall establish a program consisting of energy control procedures, employee training and periodic inspections to ensure that before any employee performs any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative.  On or about February 6, 2023, the employer did not establish an energy control program consisting of energy control procedures, employee training, and periodic inspections to ensure employees performing servicing and maintenance activities on the multi-stage extrusion line at the facility were protected from unexpected energizing, startup, or release of stored energy. Machines and equipment used throughout the facility are powered by energy sources including, but not limited to: electrical, thermal, and hydraulic power.

Ltd.), to protect employees from hazards such as but not limited to: moving parts, ingoing nip points, and rotating parts.  The operator and employees were not protected and exposed hazards including, but not limited to:  ingoing nip points, thermal heat, and rotating parts of the rollers along the production line.
