29 CFR  1926.501(b)(13):"Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer shall develop and implement a fall protection plan which meets the requirements of paragraph (k) of 1926.502.  a) At the jobsite located at 10126 Shoreline View, Epperson, FL 34222; on or about 02/14/2023, the employer exposed employees to fall hazards in that fall protection was not utilized while roofing and framing operations were being conducted on a residential home approximately 20 feet in height.  Cordova Construction Services Inc was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1623489, citation number 2 item number 1 and was affirmed as a final order on 1/13/2023, with respect to a workplace located at 5228 Fedora Circle, Brooksville, FL 34602.  Cordova Construction Services Inc was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1596933, citation number 1 item number 1 and was affirmed as a final order on 9/15/2022, with respect to a workplace located at 1897-1903 Trailside Dr. Palm Harbor, FL 34683.  Cordova Construction Services Inc was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1616518, citation number 2 item number 1 and was affirmed as a final order on 12/01/2022, with respect to a workplace located at Adams Cross Drive, Zephyrhills, FL 33541.  Cordova Construction Services Inc was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1385702, citation number 1 item number 1 and was affirmed as a final order on 9/24/2019, with respect to a workplace located at 1099 Montgomery Bell Wesley Chapel, FL 33543.

29 CFR  1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:   a) 10126 Shoreline View, Epperson, FL 34222, observed on or about 02/14/2023, employees conducting roofing and framing operations were exposed to 20 foot fall hazards, in that, fall protection training was not provided.   Cordova Construction Services Inc was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.503(a)(1), which was contained in OSHA inspection number 1532094, citation number 1 item number 1 and was affirmed as a final order on 07/20/2021, with respect to a workplace located at 3808 Raindrop Drive, Parrish, FL 34219.
