29 CFR 1910.22(c): The employer did not provide, and ensure each employee uses, a safe means of access and egress to and from walking-working surfaces. a) At the brick wall surrounding the Beaufort National Cemetery along Boundary St. at Lafayette, on or about February 27, 2023 and at times prior to, employees who were pressure washing the brick wall were exposed to a fall hazard while accessing the top of the nine-inch wide, five-foot high wall without use of a ladder or other safe means.

29 CFR 1910.28(b)(1)(i): The employer did not ensure that each employee on a walking-working surface with an unprotected side or edge that is 4 feet (1.2 m) or more above a lower level is protected from falling: a) On top of the brick wall surrounding the Beaufort National Cemetery along Boundary St. at Lafayette, on or about February 27, 2023 and at times prior to, employees who were pressure washing the brick wall were exposed to a fall hazard while standing on top of the nine-inch wide wall, which was up to five feet above the ground.
