29 CFR 1926.453(b)(2)(iv): Employee(s) working in an aerial lift were not standing firmly on the floor of the basket: (a) Jobsite at N. Aurora Avenue and Route 59, Naperville, IL - On or about March 28, 2023, an employee conducting glazing operations on the platform of a Skyjack SJ66T telescopic boom lift used a guardrail as a step while at a height of around twenty-one (21) feet from the next lower level thereby exposing the employee to a fall. Abatement documentation is required of this item in accordance with the requirements of 29 CFR 1903.19(d).

29 CFR 1926.453(b)(2)(v): A body belt was not worn and/or a lanyard was not attached to the boom or basket when working from an aerial lift: Note: As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system. The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated: (a) Jobsite at N. Aurora Avenue and Route 59, Naperville, IL - On or about March 28, 2023, an employee performing glazing operations from a JLG 450AJ telescopic boom lift, around eight (8) feet above the ground, was wearing personal fall arrest equipment that was not attached to the boom or the basket, thereby exposing the employee to fall hazards. Joliet Steel and Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.453(b)(2)(v), which was contained in OSHA inspection number 1601781, citation number 1, item number 1 and was affirmed as a final order on November 18, 2022, with respect to a workplace located at 1700 Route 59, Joliet, IL 60563. No abatement certification or documentation is required for this item.
