On 11 April 2023, an employee of Thoroughbred Construction, LLC was installing sheathing on the roof of a residential building located on lot 18 Gronefeld Court in Saint Charles, MO. The employee was not wearing eye protection while using a pneumatic nail gun.

29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system. On or about 11 April 2023, employees of Thoroughbred Construction, LLC were exposed to fall hazards while working on the roof of a residential building located at lot 18 Gronefeld Court in Saint Charles, Missouri. The employees were installing sheathing on the roof without fall protection. Thoroughbred Construction, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1485793, citation number 1, item number 1 and was affirmed as a final order on 8 September 2020, with respect to a workplace located at Lot 57 Mason Glen Drive in Wentzville, Missouri.
