29 CFR 1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall or come against, was not guarded to eliminate the hazard of impalement: Retaining wall separating the laydown area and jobsite: Employees climbed over the retaining wall that had unprotected rebar protruding through the concrete to get from the laydown area to the job site. Employees were exposed to impalement hazards.

Employees were exposed to fall hazards.
