29 CFR 1926.454(c): When the employer had reason to believe that an employee lacked the skill or understanding needed for safe work involving the erection, use or dismantling of scaffolds, the employer did not retrain each such employee so that the requisite proficiency is regained. Retraining is required in at least the following situations: a) Job site, at/near 5 Ferry Way, Leetsdale, PA: On or about May 17, 2023, during masonry work, the employer did not ensure that employees working in aerial lifts used proper fall protection systems and devices in that they used shock absorbing lanyards while at low heights, exposing employees to the hazard of falling out of the basket and being able to hit the ground.
