An employee's exposure, as determined from breathing-zone air samples, to any substance in Table 1 or 2 of this section with a permissible exposure limit not preceded by (C) must not exceed the limit specified for that substance measured as an 8-hour time-weighted average in any work shift.     At the worksite located at 1300 Maria Drive, Stevens Point, Wisconsin; an employee operating a Husqvarna gas-powered concrete saw (Type FS400LV, Serial No. 20212201779) in the Dining/Event Space portion of the basement was exposed to Carbon Monoxide at a level of 72 ppm as an 8-hour Time Weighted Average on July 13, 2023, approximately 1.44 times the OSHA PEL of 50 ppm.  This exposure was determined by Carboxyhemoglobin calculations over 300 minutes, with zero exposure being assumed for the remaining 180 minutes of an 8-hour work shift.

29 CFR 1926.55(b): To achieve compliance with paragraph (a) of this section, administrative or engineering controls must first be implemented whenever feasible. When such controls are not feasible to achieve full compliance, protective equipment or other protective measures shall be used to keep the exposure of employees to air contaminants within the limits prescribed in this section. Any equipment and technical measures used for this purpose must first be approved for each particular use by a competent industrial hygienist or other technically qualified person. Whenever respirators are used, their use shall comply with �1926.103.  On or about July 13, 2023, at the worksite located at 1300 Maria Drive, Stevens Point, Wisconsin; the employer failed to implement effective engineering and/or administrative controls to protect workers from the hazards associated with Carbon Monoxide overexposure. An employee working in the Dining/Event Space portion of the basement was exposed to an 8-hour Time Weighted Average carbon monoxide exposure of 72 ppm from the Husqvarna gas-powered concrete saw (Type FS400LV, Serial No. 20212201779).  The 8-hour Time Weighted Average Exposure Limit for carbon monoxide is 50 ppm.  Applicable engineering or administrative controls may include, but are not limited to the following:  1.  Implement the use of equipment that does not generate Carbon Monoxide. 2.  Provide workspaces with ventilation capable of controlling exhaust from gas powered equipment. 3.  Provide employees with gas monitoring equipment to identify when atmospheres in their workspace are hazardous.
