29 CFR 1910.106(e)(3)(v)(a): Areas as defined in paragraph (e)(3)(i) of this section using Category 1 or 2 flammable liquids, or Category 3 flammable liquids with a flashpoint below 100 �F (37.8 �C), were not ventilated at a rate of not less than 1 cubic foot per minute per square foot of solid floor area. This shall be accomplished by natural or mechanical ventilation with discharge or exhaust to a safe location outside of the building. Provision shall be made for introduction of makeup air in such a manner as not to short circuit the ventilation. Ventilation was not arranged to include all floor areas or pits where flammable vapors may collect: a) On or about July 18, 2023, the outside flammable storage building contained portable gas containers in a wooden structure that did not have ventilation and was located less than 5 feet to the adjoining trail maintenance shop, exposing employees to fire hazards.

29 CFR 1910.110(b)(6)(i): Containers and first stage regulating equipment of liquid petroleum gases were not located outside of the building: a) Flammable Storage Building: On or about July 18, 2023, the outside flammable storage building contained a 20 pound LP portable gas container along with liquid gasoline in a wooden structure, exposing employees to explosion and fire hazards. b) Flammable cabinets: On or about July 18, 2023, six small portable propane containers were found inside the flammable cabinets along with other flammable materials, exposing employees to fire hazards.
