29 CFR 1910.147(c)(4)(ii)(B): The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking, and securing machines or equipment to control hazardous energy. (a) On September 5, 2023, and at times prior, at the BASF TotalEnergies facility located in Port Arthur, Texas, the employer?s T-5701 Water Wash procedure used for the cleaning of the extractive distillation tower T-5701 did not use specific identifiers for all equipment involved in isolating and de-energizing the tower and controlling the hazardous chemical energy. This condition could have potentially exposed employees to uncontrolled hazardous energy.
