29 CFR 1926.501(b)(3): Each employee in a hoist area was not protected from falling 6 feet (1.8 m) or more to lower levels by guardrail systems or personal fall arrest systems:  a. Upper Roof - On or about October 2, 2023, employees were cutting and preparing materials staged on the upper roof and then exiting the warning line system to pass materials down over the edge to the intermediate roof, exposing the employees to a fall hazard.   b. Upper Roof - On or about October 4, 2023, employees were outside the warning line system giving hand signals to the forklift operator that was raising materials to the roof to be unloaded and then the employees were observed unloading the materials from the pallet on the forklift boom.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
