29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system.  Or, on roofs 50-feet (15.25 m) or less in width, each employee was not protected by use of a monitoring system.  a. Boiler Roof UPMC Carlisle - On or about October 4, 2024, employees were engaged in reroofing work on a low slope commercial medical building roof. There was a section of warning line set up near where the employees were working. Employees however were exiting the warning line system to move and stage materials without the use of a monitor or other fall protection.   Houck Services, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(10), which was contained in OSHA inspection number 1758459, citation number 1, item number 1 and was affirmed as a final order on 10/1/2024, with respect to a workplace located at 518 S. 2nd Street, Sunbury, PA 17801.  Houck Services, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(3), which was contained in OSHA inspection number 1700959, citation number 1, item number 1 and was affirmed as a final order on 12/22/2023, with respect to a workplace located at 1901 North 6th Street, Harrisburg, PA 17102.
