29 CFR 1926.34(b): Exits and access to exits were not marked by a readily visible sign: a) Building N-25, Norfolk Naval Station: On or about 10/16/2023, exit signs were not visible or posted throughout the work areas. RQ Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.34.(b), which was contained in OSHA inspection number 1548201, citation number 1, item number 1a and was affirmed as a final order on March 08, 2022, with respect to a workplace located at the P-1120 Mariners Skills Training Center Norfolk Naval Station, VA. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: a) Building N-25 Norfolk Naval Station: On or about 10/13/2023, subcontractor employees were allowed to access the roof, load HVAC units onto the roof, and install units without fall protection, as a result employees were exposed to a possible fall hazard. Note: Where certain conditions are met, the use of a warning line 15 feet back from the edge will be considered a de minimis violation of the guardrail criteria in �1926.502(b). The conditions that must be met for the application of this policy are as follows: 1. A warning line is used 15 feet or more from the edge; 2. The warning line meets or exceeds the requirements in �1926.502(f)(2); 3. No work or work-related activity is to take place in the area between the warning line and the edge; and 4. The employer effectively implements a work rule prohibiting the employees from going past the warning line. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
