The employer may use chains or gates instead of a removable guardrail section at hoist areas if the employer demonstrates the chains or gates provide a level of safety equivalent to guardrails:  a) On or about October 16, 2023, and at times prior thereto, in the elevated work platform for Mixer #3, where production employees were exposed to fall hazards of more than 8 feet when they worked near the platform opening to a hoist area which had a single chain across the opening which did not provide the same level of safety as a standard guardrail with top rail and midrail.
