29 CFR  1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D):  Print Press Line #2 - On or about October 2, 2023, the employer did not ensure the energy control procedure established for the Print Press #2 machine, Martin Printer Press Machine SAM30205M06, Serial #44 (Bobst Martin ORO 139), clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance. An employee was exposed to caught-in hazards and was injured when installing a printing plate with his hands on the Printing Press #2 printing cylinder while the machine was energized.
